US lawmakers are working through the weekend for the first time since the federal closure began more than a month ago, but hopes for a cross-party deal on how to resolve the impasse appeared to diminish as GOP senators floated a plan toxic to Democrats: scrapping the Affordable Care Act, known as Obamacare.
Deepening Consequences of Government Shutdown
The impact on US citizens from the longest closure of the US government in history worsened on Saturday, as federal workers went unpaid, airlines were compelled to cancel flights and Supplemental Nutrition Assistance Program benefits have been delayed for 42 million Americans.
Trump's Proposal from Golf Course
As Saturday's meeting got started, Republican senators embraced a suggestion made on social media early Saturday by Donald Trump from his golf course in West Palm Beach, for government payments to be substituted by health savings accounts.
"My recommendation is to Senate Republicans that the Hundreds of Billions of Dollars currently being sent to money sucking Insurance Companies in order to save the bad Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump posted.
GOP Support
Multiple Republican senators praised the proposal, which is comparable with a replacement for Obamacare put forward in 2017.
"We're going to replace this broken system with something that is truly better for the patient," one senator said.
Another senator praised Trump's proposal on social media, and displayed a giant blow-up of Trump's post as he spoke on the Senate floor.
"I'm writing the bill right now," a third senator posted in response to Trump's proposal. "We need to stop taxpayer money from going to carriers and instead give it directly to Americans in HSA-style accounts and let them buy the health care they want."
Democratic Reaction
Democratic senators expressed alarmed reactions to Trump's plan.
"Essentially, Donald Trump's 'proposal' for health care is yet another cynical attempt to eliminate Obamacare," one Democratic senator stated. "It's the same unsuccessful Republican plan that's been defeated by the public and Congress."
Another senator responded to the criticism of insurance companies by writing: "Well, Trump and the Republicans can't stand how the big, bad insurance companies are overcharging Americans. Really? In that case I applaud your support for universal healthcare."
Ongoing Talks
The Senate went into recess without reaching a solution, but Senate Republican leaders have indicated an willingness to an emerging plan from a small group of centrist lawmakers to terminate the closure in return for a later vote on the ACA payments.
One Democratic senator, who is leading the negotiations among centrists, said that Democrats "need another way ahead" after Republicans rejected an proposal to restart the government and continue the subsidies for a year.
Another senior Democratic senator persisted in maintaining that Republicans should accept a 12-month continuation of the subsidies before discussing the future of the subsidies.
"Doing nothing is derelict because people will go into debt, people will become uninsured, people will get more ill," the senator said in a floor speech. "That is what will happen if this Congress fails to act."
Political Dynamics
None of the Republican senators seemed to grapple with the fact that consumers would still need to buy coverage from the same carriers, or that Republican legislators need the backing of several Democrats to reopen the government, and the idea of eliminating and substituting Obamacare with HSAs is improbable to earn a solitary Democratic vote.
Some analysts indicated that the core of such a proposal would remove the ACA's mandate that carriers cover patients with existing health issues.
After his resort visit, Trump returned to his residence and doubled down on his insistence that Republicans stop seeking agreement and try instead to repeal and overhaul Obamacare with a iteration of the proposal that was unsuccessful to garner enough backing in 2017.
